Cut the potatoes, onion, and carrots into large 2 -inch chunks.
Rub olive oil over the whole roast and sprinkle with garlic powder, onion powder, and Italian seasoning. Add roast to the crock pot along with potatoes, onions, and carrots.
Pour the beef stock or broth over vegetables and meat. The roast should be covered in liquid, so add water until it is covered.
Cover the crock pot and set the temperature to low. Cook for 7-8 hours.
