Heat oil in skillet over medium heat. Add bell pepper and garlic. Cook 3 minutes stirring occasionally. Crumble sausage into skillet; discard casings. Cook 12 to 14 minutes or until well-done, 165°F as measured by a meat thermometer; stirring frequently.
Add marinara sauce and basil; simmer uncovered 5 to 7 minutes or until thickened. Spoon mixture onto bottom of buns and cover with bun top.
